§ 2-23. General duties.
The city administrator shall be responsible to the council for the proper administration of the policies and affairs of the city, and to that end shall have the power and authority and be required to:
(1)
Direct, supervise, and coordinate administrative activities and operations.
(2)
Appoint department heads upon approval from council.
(3)
Appoint other city employees upon approval from council.
(4)
Suspend or dismiss department heads with approval from council.
(5)
Suspend or dismiss other city employees with approval from council; can reprimand using own discretion.
(6)
Recommend and administer personnel policies, classification, and compensation for all city employees.
(7)
Be responsible for all personnel files, ADA files, and benefit packages.
(8)
Prepare and submit an operating budget and capital program to council for their consideration and approval.
(9)
Monitor the financial condition of the city, estimate present and future financial needs.
(10)
Prepare a quarterly analysis on financial position of city.
(11)
Prepare a quarterly analysis on personnel and administrative activities.
(12)
Combine or consolidate job positions within departments as necessary or prudent to maximize manpower utilization and efficiency.
(13)
Recommend, implement and administer policies governing purchasing procedures and inventory control.
(14)
Authorize the purchase of services, materials, supplies, and equipment which do not require the taking of bids, provided such items are appropriated in the city's various fund accounts; responsible for authorizing requisitions and purchase orders and record trails.
(15)
Authorize shifts in departmental budget line items provided overall departmental budget appropriations do not change.
(16)
Authorize shifts in departmental budgets provided overall budget appropriations do not change but with approval of council.
(17)
Investigate complaints concerning administrative matters and personnel performance with the heads of departments, and inform council as necessary.
(18)
May, with approval of council, delegate to other administrative officers subject to his direction and supervision the authority to exercise specified duties and responsibilities as may be considered appropriate.
(19)
Provide council with information, guidance, and leadership in manners of policy determination.
(20)
Actively investigate the opportunities and position of the city in relation to federal grants, state and county shared services and money and prepare the necessary papers, etc. upon approval from council.
(21)
Attend all regular and called council meetings, and all other meetings as he/she deems necessary in the function of administrator, and keep council informed of all changes in updated legislation, mandates and federal and state requirements.
(22)
Responsible for implementing and maintaining an up to date safety program, complete with training for employees; compliance with OSHA.
(23)
Responsible for all Workman's Compensation claims and records.
(24)
Responsible for authorizing vacations and days off and keeping records in personnel files of such.
(25)
Assists in handling of grievances.
(26)
Confers with city attorney and labor attorney, along with representatives of other units of government on matters of mutual concern.
(27)
Meets with citizens interested in city operations, explaining current policies and receives proposals for change.
(28)
Monitors all city operations for conformity to the city ordinances and to council policies and guidelines and to ensure efficient operation.

Responsible for weekly review of time cards and time sheets and signing off on such after verification, before weekly payroll is done.
